This is a tourist space or building that is open to all inhabitants of the surrounding region, not just visitors.
This place is changing to become a vibrant, bustling metropolitan area while still catering to a wide range of tastes. The vast majority of people that come here are either people who have moved to nearby cities and villages (around 40 km away) or those who visit these cities on occasion from other cities in Iran. The trendy and appealing hospitality spaces, which include restaurants serving a variety of cuisines, attract locals who also bring their friends.
This project's inclusiveness, which maintains public influence over the situation, is one of its primary features. Unlike privatizations, which benefit only a few operators, it stays open to the public.
Construction was only possible on 15% of the southern land due to the sea and road boundaries. This constrained the building's occupation possibilities, limiting the building's freedom in defining its footprint on the site.
